Finely dice the onion, garlic, green onion, and carrot and put everything in a bowl.
Heat the olive oil in a pot over medium heat. Fry the minced meat, stirring occasionally until it starts to brown. Add the vegetables from the bowl and fry until the onions turn translucent.
Deglaze with red wine, let simmer for approx. 1-2 minutes. Stir in the chopped tomatoes and tomato paste.
Season with salt, pepper, basil, and nutmeg, cover with a lid and let simmer for approx. 15 minutes.
Cook the spaghetti according to the package instructions.
